Zemstvo to Zemstvo mail via the Imperial post.

Insured money letter addressed to Vilchortskoe volost, Ustsysolsk uezd CDS of the Perm district Zemstvo Post dated 15th July 1893. No stamps were required as non registered mail was carried free during this period. Forwarded to the Perm Imperial PO (CDS: Perm 1 PTK , 20. Jul. 1893) where the Insured Letter seals were affixed. Dispatched by the Imperial Post (CDS: Perm 7 PTK, 22. Jul 1893) to Ustsysolsk (receipt CDS: Ustsysolsk Volog G[ub.] 2 PTK 1. Aug 1893). Finally the letter was forwarded to the Ustsysolsk Zemstvo Post for onward delivery. A copy of the 1893 2k. red, blue & brown (Ch.16) was added and cancelled in violet on 11th August 1893 with the cross-shaped postmark with boxed date.
