    Dear friends,

    I am preparing an article for the BJRP on Zemstvo mail with high Imperial frankings. I would appreciate that you send me the data of your own material, including scans (both sides).

    The article will deal with any Zemstvo cover with an Imperial stamp franking OVER 21 kopecks. Full reference and credits will of course be given to the generous contributors.
